I'm going to say Lightning because she's really cool and her combat styles and abilities are really flashy and awesome to look at
I don't know a lot about Noctis and from what I've heard I'm not too pleased with FF vXIII because it sounds like a GTA game, it's going in a completely different direction to pass it as a Final Fantasy game
Now SE is just putting the name Final Fantasy on their games because they know it'll shift more games

Lightning... Let's see. The badass chick with the awesome hair that can shoot bullets and cut down enemies in midair without flashing her privates in her miniskirt, and still be able to keep her hair on one side of her body.
Noctis... The badass prince with the mystery cloak and similarly awesome hair who seems to know how to use a weapon when given one, and can even go through hordes of enemies without one, and still be able to deflect deadly projectiles.
...It's a tie for me, but if these two get together, they will make the sexiest BAMF children ever.
