Augusta Tower floors

Hey, how the hell do you unlock floor 15?? I got floor 49 to the top floor!

have you done the data retrival quest in augusta tower i know that get level 13 unlocked if you hand in all quest items

The 15th floor is only accessible in Augusta Tower 300AF. Once you reach the 14th floor go to Chocolina next to her is the console you touch (I think twice) then you can reach the elevator to the 15th floor. Augusta Tower 200AF is what contains floor 49 and above.

but i cant bloody get 100% exploration in Oerba!!! I got 92% but all thats left is the sea on the beach which i cant get to!

That's not available until Oerba 400AF which requires a Wild Artefact to be used on the gate in Oerba 300
